Zelensky Asserts Absence of Definitive Defense Guarantee from Partner Nations

President Zelensky has stated that European allies have failed to provide solid assurances that they will protect his country in the event of a fresh offensive by Russia.

"I am asking this very question to all our partners and I have not received a clear, unambiguous answer yet," he told reporters on Wednesday.

His comments come a day after the UK and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, full security guarantees have not been agreed. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the French capital.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukraine's land.

The President's Evolving Stance

Sir Keir described the joint statement as "a vital part of our dedication to support Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which British, French and partner forces could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if European countries would defend Ukraine.

"But as long as we lack such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And even if they do, you still have to rely primarily on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Last week, Zelensky said a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.

Russian forces currently controls about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, albeit with varying degrees of effectiveness.
